This course will focus on the state’s River Basin Planning office in the 1970-1990’s. We will begin with an overview of the Federal Act.   Topics will include water quality standards, sampling rivers, assessment, analysis and river basin planning leading to the permitting of wastewater discharges.

GROUP LEADER: Warren Kimball worked for the Massachusetts Department of Environmental Quality for 42 years.  At various times, he was the head of the water quality standards program, the water quality assessment program, the biology program, and the research and demonstration.  With US EPA, he helped found the Water Quality Standards Academy and was the New England representative on the National Water Quality Monitoring Counsel.  He is retired but serves on the board of Directors of the Nashua River Watershed Association.
